ABSTRACT Kampala as a capital city, has found itself with too many developed stmctures which are • illegally founded and in turn do cause an impact of an over whelming large population whose problems it can hardly cope with. Because of its centrality and function, it has and will continue to grow. Due to the ever increasing business activities and urban population, the city has faced problems of housing, planning and unemployment. This affects the political, social and economic policies, and increases pressure on the demand for urban land. This research set out to look at the Planning Law Act of 2010 and its sufficiency in the development of Kampala city. Planning is an integral part of any government, and as a result the planning law, that is, the Physical Planning Act must be representative and meet the demands of an ever growing city with the demands of its population. The laws which govern the city in its planning, social, economic and political affairs assume an importance of the greatest magnitude. The terms planning though not a legal subjects must be taken into account when dealing with land use in the city of Kampala. If the planners and administrators are to carry on an appreciable job of managing the city, it becomes imperative that the planning law governing the city is analyzed.
