CHAPTER ONE INTRODUCTION
Study Education major tool for national socio-economic development and individual monic empowerment and poverty reduction (Jekayinfa, 2000). The tal system is vital because it produces the personnel that are required in various facets of the national life and the development process. The goals orientation, employment generation, poverty reduction and value reorientation or~ffectively pursued, attained and sustained only through an efficient", reI -functional education system (FGN, 2004:35). Nigeria: education as an instrument "par excellence"'''' for national deTelopment2Q04) because education is an important instrument of change. Con: the philosophy of education in Nigeria is based on the development of individuals into a sound and effective citizens; the full integration of dual into the community; and the provision of equal access to education amities for all citizens of the country at the primary, secondary and levels both inside and outside the formal school system (FG1'-J",2004).
