1.0     BACKGROUND OF THE STUDY

1.1     INTRODUCTION

          The performances of most organizations both private and public sections are mostly dependent in organisational structure. Bureaucracy in any organization brings efficiency and effectiveness to that organization design. Bureaucracy was popularized by max Weber in 1922 in his work on the theory of social and economic organization. According to him “bureaucracy means office power” because it adapted its name from French, “Bureau” in French means office, while ‘cracy” being anglicized Greek work for power.
