FGM is the term used to refer to the removal of part or all of the female genitalia. 1 The procedure
consists of clitoridectomy where all or part of the clitoris is removed, excision which is the
removal of all or part of the labia menorah and cutting of the labia menorah2 Culture on the
other hand is a long time practice by a group of people or within a pmiicular society which is
recognized by law. Culture is recognized under the constitution, international conventions, and is
inter alia promoted by UNESCO. Recently in Uganda, activists came up petitioning the practice
of this culture amongst the Ugandan tribes, stating that it is dangerous to women's health and
violates women's rights, hence unconstitutional.
The eager of human rights activists in fighting against cultural practices in violation of
women's rights is manifested in the recent situation and fight against polygamy and payment of
bride price. In the latter situation of bride price, Justice Mpagi Bahiegeine cautioned court in
being quick to slap a blar1ket ban on bride price as it would rob the various ethnic groups of their
identity, dignity and self-worth.
