CONTRACT MANAGEMENT AND SERVICE DELIVERY IN LOCAL GOVERNMENT. A CASE STUDY OF NAKASEKE DISTRICT.

ABSTRACT

T'he researcher was interested in investigating on contract management and service delivery on local government. The researcher used a descriptive and case study design where by both quantitative and qualitative approaches in data collection were used. This research study involved employees of Nakaseke district working in different sections ranging from the procurement manager, procurement officers, accountants, internal and external auditors of Nakaseke district who had knowledge about contract management and service delivery and were totaled to 70 people. The researcher used Slovene's Formula to come up with appropriate sample size to be used in the study and sample size of 60 respondents was selected to participate in the study. The researcher used the questionnaire which helped him in collecting data. The researcher's findings were that contract management affect service delivery in local government and where majority of the respondents agreed totalling to 58.3%, of respondents representing and the implication was that contract management affect service delivery in local government evidenced by the majority respondents who agreed. The researcher's conclusion was that contract management affects service delivery in local government since it helps to reduce costs and improve financial and operational performance of the organizations which enhances public services delivery provided by governments (local, municipal, or largescale) to the public. The researcher's recommendations were that local government should encourage innovation and receptiveness to change to reflect new circumstances in contract management. Contract managers should always request suppliers to improve their performance, and incentives, used appropriately and encourage them to improve. Specifications should always ibe set by the local government procurement officers in liaison with the user department in order to ensure that the service provider meets its needs or a

perform as expected or use output-based specification where the supplier lS given scope to propose solutions to an expected and known end result.
