ABSTRACT The study was set out to evaluate the performance of the elected councilors in the management of local councils. The evaluation of the performance was made according to the level of education awareness and roles of councilors It was mainly a field survey of Njeru town council in Mukono District. The main objectives of the study were; to identify the local government structure and its impact on the performance, to identify and assess the roles of councilors, to identify the leadership styles and to establish the challenges meant by councilors in the execution of their chores. The researcher set out to carry the study, basing on the fact that, service delivery was poorly done, deluding the main objectives of the decentralization policy. A number of research instruments were used in the study ranging from questionnaires, intervie\ ✓ and observation and review ofrelated literature. The major findings of the study were; the level of awareness by the councilor's roles and the decentralization policy was low. This is partly attributed to the low levels of education attained by councilors due to lack of standardized education level; bureaucratic conflicts between the political structure and administrative structure, improper play of the roles and the lump of challenges that eminent from the improper interpretation of the sections of the Local Government Act ( 1997) regarding their functions and powers; limited resources to enable councilors effectively monitor activity and implementation. These challenges demand capacity building through continued orientation of councilors on their roles and the leadership qualities; training to enhance the education levels and leadership skills, and to encourage participation and involvement of all the stake holders in the implementation of the programs, policy fonnulation and decision making.
