Foreign Policy Making Process: A Case Study of Uganda (1986-2012)

The Foreign Policy Making Process has tremendous impacts on Uganda. Because of the imbedded interrelations within human nature, there is a tendency to believe what is formulated in the name of National Interests. The study focuses on the formal level, with emphasis on the role of President Yoweri Museveni and the Ministry of Foreign Affairs as well as the Uganda National Assembly between 1986 and 2012. The thesis does not go into details as concerns Uganda's regional, continental and global foreign policy interests. These are principally examined in the context of the operational functions of the presidency being the dominant actor in Uganda’s foreign policy making process under the international law. The thesis identifies the implementation and intervention procedure of Uganda’s foreign policy making process. It also assesses the role of different parties towards foreign policy making process in Uganda as well as examines the effects of foreign policy making process to the nation. The thesis intends to find out the impacts and challenges faced during Uganda’s foreign policy making process since 1986 to 2O12.The study was conducted in the Republic of Uganda using a case study research design. The study findings were helpful because they exposed new ideas to promote appropriate foreign policies in curbing out hindrances of the players which is always regarded as the leading representatives of the voiceless masses on all aspects that entail Uganda’s foreign affairs governance.
