ICT Adoption and Social Service Delivery in Public Institutions in Rwanda A Case of: Rwanda Social Security Board

ABSTRACT This study is a result of an academic research entitled "ICT adoption and social service delivery in public institutions in Rwanda. Case study of Rwanda Social Security boards". The purpose of this study was to test the null hypothesis of no significant relationship between ICT (information and communications technology) adoption and quality of service delivery in public institution in Kigali Rwanda, to generate new information from the existing data. The objectives of this study were (i) to determine the level of ICT adoption in Rwanda Social Security Board; (ii) to investigate the level of service delivery in Rwanda Social Security Board.; (iii) To find out whether there is a significant relationship between ICT adoption and service delivery in Rwanda Social Security Board. The study population comprised of 237 people of Rwanda Social Security Board; a sample of 149 respondents was chosen, using Sloven formula and simple random sampling. Questionnaire was used in collecting both primary and secondary data. Statistical Package for Social Scientists (SPSS) was used to analyze all data. The data were processed using frequency distribution, mean, and Pearson's linear correlation coefficient. The findings of the study revealed that the null hypothesis was rejected and affirmed that there is a relationship between ICT adoption and social services delivery. The study concluded that ICT adoption has a profound influence to the organization development. It is recommended that on the extent of ICT adoption in public institutions in Rwanda, the study recommends that more has to be done on the adoption and use of ICT in Rwanda Social Security Board although preliminary findings already show that the use of ICT is high in that institution.
