Manpower Training And Utilization In Nsukka Local Government Area, Enugu State, 2009-2015

ABSTRACT

This study evaluated manpower training and utilization in Nsukka local government area,

Enugu State, 2009-2015.The objectives of the study are: to determine whether manpower

training has translated to infrastructural development in Nsukka local government area and to

examine whether inappropriate placement of trained staff undermine the level of

infrastructural development in Nsukka local government area. The study used both the

quantitative and qualitative methods for data collection and descriptive qualitative and

quantitative descriptive analysis for data analysis. Relying on the System Theory, the study

discovered that manpower training has not translated to infrastructural development in

Nsukka local government area; we also discovered that inappropriate placement of trained

staff undermined level of infrastructural development in Nsukka local government area.

Consequently, the study recommended that manpower training of any organization should be

purely on merit, not to be politicized and after training, an employee should be deployed into

area to which the training undertaken applied so that maximum use of the skills and

knowledge acquired can be made and the organization can derive full benefits from the

investments made in the office. Also, that a functional manpower planning units resident in

the local government should be created to take over from training committee which exist

somehow in principle not in practice. This unit will provide necessary data for training and

manpower needs of the organization.
