INTRODUCTION
This research focuses on political participation and political apathy which has been a topical Issue in Nigeria's democratic fabric. The issue of declining political participation and rising political apathy was viewed from the perspective of the social contract which spells out the role of the state to the citizen and vice versa. In a scenario where the state fails to keep to its own end of the bargain, it breeds distrust, frustration and apathy in among the citizenry.
