ABSTRACT
The study was set out to find out to examine the relationship between poor public policies and community services delivery in Makindye East Division, Kampala district. Sixty (60) respondents were interviewed using self.administered questionnaires for rating opinions about the given statements. The questionnaires used involved open and closed ended questions. The researcher used tables and figures to represent the data collected from the field and while analyzing the data, percentages were used. The researcher drew conclusions about the findings by using percentages.
The research findings found out the impact of poor public policy making and community service delivery in Makindye East Division which include increased corruption, increased low-grade feeder roads, increased use of unsafe water, poor sanitation, increased child mortality, increased poverty, poor education services, increased HIV/AIDS, malaria and other diseases.
The research findings also found out challenges of policy making at Makindye East division and they include conflicts between politicians and civil servants, limited qualified staff, inadequate funding, lack of accountability, limited generation of local revenue, insufficient coordination, limited mobilization of community members, policy incoherence and lack of effective performance oversight.
The research findings also found out possible solutions to challenges of policy making at Makindye East Division which include more integration of councillors in the division activities, empowering anti-corruption commission, transparency, rotation of employees, increase in government funding, providing more capacity building, recruitment of qualified staff, setup of public-private partnerships and improvement in monitoring and evaluation. In conclusion therefore, public service provision should be mission-oriented in order to improve community service delivery in Makindye division and the whole country at large. The research recommends that the government should endeavour to develop sustainable policies which can last a test of time in order to improve public service delivery in Makindye East Division.
