Public Officials and Waste Management in Mogadishu Somalia

ABSTRACT

 The study focused on the public officials and waste management in Mogadishu Somalia. The study objectively thought to; examine the role of public officials in controlling of waste in Mogadishu Somalia, to identify the factors hindering responsible officials from attaining sustainable waste management systems and to suggest strategies to improve sustainable waste management in ways that are environmentally responsible, socially accountable and economically. The study used correlation research design. Correlation was used to determine of whether or not and to what extent and association exits between two or more pairs and quantifiable variables, to collect data from two quantifiable variables from the same group of Subjects and then compare how they vary. A questionnaire, with the responses to the questions as the elements; or a paper’s bibliography, with each cited author as the focus of the analysis. A sample of 133 respondents was selected, using purposive sampling and simple random data was analysed using the computer software package called SPSS (Statistical Package for Social Scientist), to generate tables and figures.The findings of the study were that public officials ensured that waste management is in line with governance practices, public officials ensure that facilities such as skip cans are within reach of the people, Public officials remain focused and responsive to the real aspirations and needs of citizens as far as waste collection and management is concerned. The study concluded that the collection, transportation and disposal of solid waste in Mogadishu Somalia are the responsibility of district and its agents or appointed private collectors. Also due to the absence of effective implementation of urban planning in Mogadishu Somalia, there is need to place emphasis on the enforcement of urban planning laws and regulations such that the identified waste management problems, can then be minimized or avoided. The study recommended that there is need to revise the solid waste ordnance including practical elements and arrangements towards imposition of solid waste fees and its collection to effectively manage solid waste in the areas. The district should carryout massive sensitization of the local community on proper solid waste management from household level on issues such as solid waste avoidance, shorting, reduction and reuse. The district authority should integrate, recognize and support income generation activities as part of the district solid waste management strategy to effectively manage the problem of solid waste in the area.
