Resource Availability, Utilization and Performance of Teachers in Universal Primary Education (Upe) Schools in Bugangaizi County, Kibaale District, Uganda.

ABSTRACT Significantly, resource availability, utilization and performance Teachers are very essential in the teaching and learning process in the education system. This study was therefore undertaken to discover how much resources are available in UPE schools and their utilization by the teachers and how these relate with the achievement of Universal Primary Education (UPE) objective and to suggest recommendations that can help to improve the implementation of UPE programme in Uganda with specific reference to Bugangaizi East County Kibaale district. Out of 28 UPE primary schools in Bugangaizi East County 20 primary schools were selected. 420 respondents were selected whereby 120 teachers and 300 primary seven pupils. Data was collected by use of questionnaires and analyzed using both descriptive and inferential statistics. The study reviled that over 90% of the pupils either strongly disagreed or disagreed with all statements related to the level of teachers’ performance. The pupils only agreed or strongly agreed with two statements the teachers used films, video tapes for students to watch that can help them learn about the subject they are studying and the teacher tells the class about library I media materials that will help them learn about the subject they are studying when appropriate. This my imply that pupils have a low opinion and expectations of their teachers, which has a negative effect on teaching and learning.Over 50% of the teachers indicated that most physical resources were either not available or seldom available at most schools. This implies that most schools lack the basic requirements for teaching and learning, hence effecting the implementation of the UPE programme. The recommendations are that the central and local governments need to priotise the provision of basic materials like instructional materials and text books that are essential as regards teaching and learning. Teachers should use UPE funds to procure basic facilities for teaching and learning. Pupils low perception of the teachers’ performance need to be improved by conducting refresher courses and workshops for teachers.
