Staff Training and Efficiency of Employees in Local Governments of Mogadishu, Somalia

ABSTRACT 

This study was initiated with the purpose to establish the role of staff training on the efficiency of employees in Mogadishu Local Government offices. The local governments had been marred with several cases of employee inefficiency in terms of timeliness of service quality and responsiveness to the need of the public. The study was guided by three objectives 1) to investigate the staff training practices at selected local governments of Mogadishu, Somalia 2) to determine the level of employee efficiency at selected local governments of Mogadishu, Somalia 3) to establish a relationship between staff training and employee efficiency at selected local governments of Mogadishu, Somalia. The researcher adopted a descriptive correlational study design which involved both qualitative and quantitative approaches. Using this method, the researcher used a structured questionnaire (close ended) and an interview guide (for qualitative responses). A research population of 133 was identified and a sample size of 100 respondents was computed using the Slovene’s formula. In selecting the respondents the researcher used systematic random sampling together with purposive sampling techniques. From the findings it was found that staff training practices at the entity were low. On-the-Job training was found to be practiced less often than Off-the Job training. On the other hand, employee efficiency was found to be very low. Analysis of relationships suggested that there was a significant relationship between staff training and employee efficiency at the entity and it was computed at a Pearson correlation coefficient of 0~805. Regression analysis computed the R Squared was to be at 0.645. As a probable solution, the researcher suggested reinforcing orientation processes for new employees, enforce apprenticeship for inexperienced workers, conduct and let employees, attend seminars and workshops, send staff for further formal studies, and culturing a supportive work environment at the entity.
