The issues of economic reforms, deregulation, liberalisation or economic adjustment programme began in the early 80s, particularly in the African continent. Even though the terms are used synonymously, there are d differing emphasis and applications in government pol icies, journalistic and economic parlance. Whatever the case may be, the application of these terms began with the ac.loption, at least in the Afric::in co11ti11e11t, or the Economic Structural Adjustment Programme (ESAP) popularly referred to as SAP. The programme is a package of economic policy introduced in the early 80s as part of the Bretten Woods institutions, and new World Economic . Orclcr2 . Bretten Woods is a town in the United States, where decisions were taken to establish the World Bank and the International Monetary Fund.
