CHAPTER ONE GENERAL INTRODUCTION Introduction The handling of criminal related complaints by Uganda police force (UPF) has been question of contention among academicians and police actors. Some of these have vehemently opposed the undue delay means of handling complaints system that is highly favored by the men in the field. Most arguments hence are centered on the un-constitutionality of over detaining the suspects for being blantant violation of the fundamental human rights. The topic of efficacy of UPF in handling criminal related complaints is not new on the scene. However to clearly grasp issues of efficacy of UPF in handling criminal matters, it is important to look at the political and historical background of our country 1 •
