Since independence there have been a growing dissatisfaction with civil

service, if' there is doubt that Government policies once ronnulated will not he

effectively and efficiently implement ccJ , definitc.:ly there will he need for a change of

the system. Const.:qucntly President Bahangida in order lo turn the public service

for enhanced efficiency and effectiveness in the civil administrations of the country,

In his work attempt has been made to examine the' L 988 reforms with

particular reference to military rule of 1985-1992 in the 1 ight of that articulated

objectives vice versa the evaluation of the main features of the reforms as a means

of examining its impacts (limitations and delimitations) on the Nigerian civil

service.

Chapter One forms the introductory part of the study, it staned from a

history of the evolution of the civil service in Nigeria, which covers the background

of the study. The review of the related literature is chapter two. That also covers

the historical background and development of Nigeria' s civil service up to 1987

(Ucloji Commission). re further takes a look at the civil service in Nigeria and
