CHAPTER ONE: INTRODUCTION 1.1 Background of the Study The land question is one of the most outstanding unresolved issues that threatens the peace and stability of many countries in the world. The reasons behind this are basically social, economic and political. This question has for along time taken a centre stage in agenda of East, central and South African countries. This is mainly due to the historical wrongs as the case in Zimbabwe, Eritrea and South Africa; distortions in land as the case in Kenya, Malawi and Mozambique; and also internal conflicts arising from inefficiencies within the existing tenure relations as the case in Tanzania, Swaziland and Lesotho. 1 The problem of land in Uganda is historical and can be traced from the pre-colonial periods. In pre- colonial Uganda land was held largely on the basis of customary norms and practices which varied form one community to anothe1.2.
