ABSTRACT
The study is design to identify the role of civil service in policy implementation. Civil Service is a body of permanent officials appointed to assist the political executive in formulating and implementing governmental policies. Various authors work were reviewed in line with the existing literatures on civil service and its impact on policy implementation. The researcher used primary and secondary sources to collect data for the research while questionnaire were distributed to the 323 officers of different ranks in the state. All the questionnaires retrieved were analysed using simple percentages and frequency table. Findings reveal that corruption, nepotism, tribalism and ethnicity is a cog in the wheel of Kaduna State Civil Service. It also concluded that the civil service role in policy implementation has necessitated government’s commitment to revitalized and reposition it for efficient service delivery, finally, it was recommended that as a part of a deliberate policy to improve service delivery, every organization and other government agency should be encouraged to implement a service productivity charter which clearly spells out checklist, processing deadline and other benchmarks for efficiency in civil service.
