The Role Of Non-State Actors (Nsas) In Sustainable Development: A Critical Analysis Of Environmental Effects In The Use Of Natural Products And Energy

ABSTRACT

This research project analyses the role played by non-state actors in sustainable development with dose reference to the use of natural products and energy in Uganda. Environmental Impact Assessment (EIA) is a process used to predict the environmental consequences of proposed projects, activities or actions of development. EIA should be conducted before the commencement of a project to study the possible impact that a proposed project or activity may have on the environment and hence eliminate, reduce or avoid adverse impacts and costs that would be met after damage is inflicted by either redesigning the project or instituting mitigation measures. But for sustainable development to occur, governance must ensure that people are involved in the decision-making processes affecting their lives. This research, therefore, first analyses the adequacy of the existing legal framework on access to information and pmiicipation and mechanisms put in place to ensure participation, in relation to Environmental Impact Assessment (EIA). Its finding show that although law and policy in Uganda has provisions that open up environmental decision-making processes h1 public pmiicipation and inl1uence, it is not the case in the oil production sector. It fmiher examines the main ban-iers to better public patiicipation in this industry.
