ABSTRACT
This work is about laying a stable and sustainable foundation for democracy through Rousseau’s theory of the General Will. The world over today, people are tending towards democracy. They are quick in pointing out the advantages inherent in democratic rule: that it allows for peaceful change of government; that it ensures accountability and responsibility on the part of the elected representatives of the people; that it allows for people’s participation in government; and the global condemnation of military rule is as a result of people’s approval of and yearning for democratic rule. People now go to the extent of laying down their lives for democracy. The belief is that immediately a democratic government is in place, most of the socio-economic problems plaguing the society would be solved without the use of force. So while dictatorship becomes increasingly an anathema, democracy is in vogue, and is the pride of everyone, or so it seems.
