The objective the study was to examine the impact of the environmental conservation guidelines :>n the development of recreational parks in Uganda, the Centenary Park being a case in point, to find out how the environmental conservation policies have been designed to regulate the ievelopment of recreational parks in Uganda., to establish the level of impact of the mvironmental policy direction in the development of recreational parks, to find out the remedies tdopted to ensure that parkland management policies do not contradict and compromise the :nvironmental policy direction. This study finding implies that as long as the community is not nvolved in establishing the actual value of the wetlands and their contributions to the ommunity, difficulties continued to be experienced in determined social benefits, implying that conomic benefits will always exceed the social benefits because economic benefits are more asily accounted for than the social benefits which are rather immeasurable with no clear market alue estimates. The study aimed at finding out the possible interventions that can be adopted to 1rb the contradictions that may encountered in policy implementation and recreation park tanagement. The study established that the impact of conservation policies on recreation park ~velopment included absence of enforcement due to lack of enforcement funds. integrating ternational policies into regional developments, low capacity building and inability to adhere to Jlicy demands, clashes between developers and law enforcers, and urban encroachments and >pulation growth. The study suggested different interventional measures that can be pursued to !dress the challenges experienced by the concerned actors in conserving the environment. The .1dy finding concludes that while public participation is less sought in the weighing of benelits recreation development, then the public may remain deprived without adequate compensation the developments made. The study concluded that, while a new policy is law is introduced, it nnot be applied immediately to already awarded contractors, because these have legally been und and operate within the old law, the time within which contracts were signed and thus in sition to challenge any action brought against them whereby the enforcement team may be .d liable for acting in breach and against the terms of contract.
