Factors Influencing The Achievement Of Value For Money Compliance In Public Procurement

ABSTRACT

The objective of the study was to determine the factors that influence the achievement of Value for Money Procurement at Dodoma Municipality. Various methods of data collection including, questionnaire, interview, documentary review and focus group discussion were employed, a case study design was adopted as to get a deep insight of the study that was at hand. The study revealed various factors that influence the achievement of value for money as it includes; poor post contract management, lack of transparency and honesty in awarding tenders, political influence, inadequate specification of requirements, legal framework governing procurement as well as the shortage of procurement professionals to execute the procurement contracts. With regard to the findings reached, the researcher recommends the Municipality to do the following: - ethics and professional standards be observed by the practitioner in procurement, separation of duties, i.e. the functioning of the Accounting Officer, PMU, TB, Evaluation committee and user department should be independent, enhance collaborative procurement on common use items, committee for developing specifications be well staffed, enhance openness and transparency in all matters with regard to procurement.
