ABSTRACT

The study entitled “Free Secondary Education and Students’ Completion Rate of Ordinary Level in Selected Secondary Schools, Kamonyl Dis~trict, Rwanda “sought to answer the research questions which were: what is the profile of the respondents in terms of gender, age, level of education? What is the level of free secondary education in Kamonyi secondary schools? What is the level of students’ completion rate in the area of study? And is there a significant relationship between the level of free secondary education and the level of students’ completion rate of ordinary level of Kamonyl secondary schools? The design of the study was a descriptive survey in particular descriptive correlational. Data were collected by means of questionnaire and observation checklist. Data were analyzed and interpreted using descriptive statistics of frequency, percentages and means. The findings indicated that males dominate females (66.0% and 34.0°k respectively). The majority of the respondents are in the age range of 31-35 (26°k). The majority of teachers are Bachelor’s Degree holders (56.0%). Their experience is dominated by the range of 6-10 years of teaching experience (40%). The level of free secondary education in ordinary level of secondary schools in Kamonyl district is very high (overall calculated mean = 3.42). The level of students’ completion rate of ordinary level is high (overall calculated mean = 4.68). The level of free secondary education and the level of students’ completion rate are significantly correlated (r- value = 0.16, sign = 0.000). The research recommended that the district of Kamonyi in collaboration with the government of Rwanda and the Ministry of Education should increase strategies of monitoring the implementation of free secondary education policy. In the same view, Head teachers should strengthen practices that positively impact on the success of free secondary education by abolishing indirect fees of schooling which may be a barrier of some students from completing school.
