ABSTRACT This research study aimed at analyzing the impact that targeting informal sector during sensitization programs has played in enlarging the covered area of social security fund of Rwanda. Area of Rubavu branch of SSFR was selected among other branches as a case study. The research contains findings from 48 SSFR staff whose daily job description intervene mostly with social security and 107 former and actual informal sector members who were targeted during this research. For data collection, questionnaires have been administered to the above groups, interviews have been conducted in the field and reports have been consulted for this purpose. In general the results from the sample survey indicate that most of informal sector members should register for social security institution if they are made aware of the advantages that may be gained from being insured. The research findings reveal also that sensitization sessions are mostly organized for large known groups and most of employees and employers have not been met. Even though informal sector has not been mostly met, the number of subscribers goes increasing year to year. Further efforts for attracting this group that embed a considerable amount of salaried workers as compared to formal sector would help the SSFR in reaching the largest contributors and contribute to the fund. For that reason this study recommends to the government of Rwanda to review the laws regulating social security including penalties for non registration and to the SSFR to make further efforts in reaching informal sector members. After analyzing the data obtained, the research study confirmed that sensitization sessions of the informal sector through different channels contributes to the achievements of SSFR. SSFR staff, former and actual informal sector members and different reports testify it.
