Technology has an offshoot of science is a phenomenon that has become on issue of discourse in recent time. Though it is seen as a being mental i.e a thing of the mind, but the idea of imperialism and colonialism which had made people in this part of the world (Africa) to start incorporating western thoughts and tradition now made it expedient to ask the question on whether technology can be transferred? It is important to note, that technology is a culture on its own.. Culture is not a disembodied force. It is created and transmitted by people. However, culture like well-known concepts of the physical sciences (technology), is a convenient abstraction. Culture arises out of human nature and its form are restricted both by man’s biology and by natural laws. It is equally true that culture channels biological processes –vomiting, fainting, weeping, sneezing, the daily habit of food intake and waste elimination…whether a healthy adult feels hungry twice, three or four times a day, and the hours at which this feeding recurs, is a question of culture. What he eats is, of course,
limited by availability, but is also party regulated by culture. However, whether a man eats and lives is, only in part, an individual matter, for there are also cultural trends in factual everything. However, to say that technology is transferable, simply connotes that the mind set and the culture of some group of people can be substituted or transferred. What is the truth in this ascertion? This paper shall look into the meaning of technology, it shall consider culture as a technological concept and shall examine the possibility of technological transfer.
