The Effects Of Decentralization On Service Delivery: A Case Study Of Malakal County, Upper Nile State, South Sudan

ABSTRACT

Service delivery and decentralization are vital for effective operations of local governments. The

significant weights are based on the important prospects that are defined in Malakal County

service delivery process. However the research provides an important milestone that help to

establish a well guided understanding of weakness and strengths in decentralization policies and

process and how, if any might results in, better service delivery for stockholders which increase

the state’s performance levels. Accordingly, the research explore the attributes that reflect a

working platform including the proper definition of local government functions and it further

tries to create the framework for optimizing service delivery in the state.

Chapter two provides an empirical analysis of related literature and works of other authors. The

scope of literature review of reflected by the key platforms that are based on decentralization

process, management, policies and guided approachable efficiencies in better local government

operations.

Chapter three demonstrates the research methods used to carry out the research. The research

design and the sample size establish the respondent level and nature and this also includes the

research instruments such as questionnaires and structured interviews that supported proper

research. The study population comprised of 38 respondents from various areas of study in

Malakal. The sampling method used was simple random sampling; Information for the research

was generated from both primary and secondary sources.

In chapter four, the study provides data analysis, interpretation and presentation as guided by the

field data collected for the stud. Thus according to the research, poor service delivery has the

potential to improve the Malakal County, Upper Nile State values. The research found out that

service delivery in Malakal County, Upper Nile State was not sufficient and various reasons such

as lack of proper training for the state employees and lack of accountability were the key factors.

To ensure that service delivery has been effectively improved, the State should ensure that

service delivery has been effectively improved through increased transparency, training and

guided approaches for all stakeholders.

In chapter five, the study provides the summary of the findings, conclusions and it also identifies the areas of further research that future research in this field would be based on
