ABSTRACT The research aimed at investigating the roles Civil Society Organizations towards promoting

women empowerment in Kazo Sub-County Kiruhura District. The objectives of the study were to

establish the perception and knowledge of the people about health care Civil Society organizations.

to establish the challenges faced by Civil Society organizations in promoting women

empowerment in Kazo Sub-County Kiruhura District and to suggest solutions to the challenges

faced by Civil Society organizations in promoting women empowerment in Kazo Sub-County

Kiruhura District. The Research design employed cross-sectional design. This design was

appropriate for the study because it gave the percentage of respondents who responded in a certain

way. The Study adopted both qualitative and quantitative methods of data collection. The study

was carried out in Kazo Sub-County Kiruhura District. The area is dominated by Kazo Sub-

County Kiruhura District from the different parts of the country as well as people from other

countries and most of them are engaged in businesses. The people who live in Kazo Sub-County

Kiruhura District are employed in both the formal sector and the informal sector. The division was

a cosmopolitan area and therefore accommodates people from different backgrounds. The research

also sought to find out the challenges facing CSOs in implementation of women’s projects in Kazo

Sub-County Kiruhura District. Findings have discovered that CSOs do face many challenges in

efforts of empowering women; and those challenges do range from political factor, economical

factor, social and finally organizational challenges. The study recommends CSOs to consider using

the media most specially the radios to empower the women since Kazo Sub-County Kiruhura

District is known to have bad infrastructure which hinders the CSOs from reaching the remote.

engaging in radio programs in local languages can help empower the grassroots women. Capacity

building of their staff is crucial to the women empowerment process, and most especially the local

NGOs and CBOs should consider taking that into account because skillful staffs does what is

required of them and this lead to achieving the goal of empowering women in Kazo Sub-County

Kiruhura District. The government-CSOs relationship very crucial, they should start to look at

themselves as partners thriving for the same thing that is development, because women

empowerment is very essential for development to be achieved. So the two should start working

together. rather than competing for funds.
