Analytical Study of Impact of Poor Planning in the Schedule of Construction Projects in Khartoum State (2010 – 2015)

Abstract

This study aimed at showing the effect of poor planning on the delay of the implementation of construction projects in the state of Khartoum between 2010-2015 in an attempt to identify the causes of poor planning which affect the duration of construction projects and lead to delays.

The research sample included a number of workers and those interested in construction projects in Khartoum State. A number of financiers (eg banks) owners (electricity and telecommunications companies and government institutions) consultants contractors and academics were employed in different positions. Field of Building Infrastructure Roads and Electricity Projects (Electricity Distribution Network Construction Projects) in Khartoum State.

A total of 100 questionnaires were distributed 80 valid questionnaires were retrieved and the results of the study were analyzed by SPSS and EXCEL.

1. The study confirmed that the delay of the construction projects resulting from poor planning is due to the lack of a clear concept of the owner's / financier's working liabilities.

2. The study confirmed that the delay of construction projects resulting from poor planning is due to the lack of awareness of the supervision sector (consultant) of the importance of administrative and engineering planning.

3. The study confirmed that the delay of construction projects resulting from poor planning is due to the contractor's lack of understanding of the importance of administrative and engineering planning.

4. The study confirmed that the delay of construction projects resulting from poor planning is due to the contractor's failure to rely on the elements of effective planning.

The factors that lead to poor planning were identified by the owner or the financier the most important of which is the lack of decision on time and the lack of an administrative body concerned with planning changing the

scope of work poor follow-up absence of alternative plans and lack of efficiency of their representatives. Contractor). The main reasons were poor experience in developing time programs poor predictability of possibilities lack of use of modern tools and techniques for planning and misjudgment of costs and the contractor's main reasons were the lack of commitment of senior management to the planning process the development of realistic plans and the lack of precise formulation of activities and non-adherence to their time limit.

The study also reached a number of recommendations the most important of which are:

1.The allocation of a special section within the basic departments ofinstitutions and owners and financiers especially the study ofprojects.

2.The planning aspect of the projects.

3.The need to rely on tools and techniques (Tools & Techniques)Training of technical and administrative staff on courses interestedin project management and planning such as PMP and PRINCE 2.
