CHAPTER ONE 1.0 INTRODUCTION. 1. I Background of the Study One of the challenges facing the present generation today is unemployment. This unemployment is always associated with mental strength and the relationship between the employees and employers, unemployment has been defined by; Richard G. Lipsey (1999) in the International Labour Organisation Employment Report as those who either are out of work, want a job, have actively sought work in the last four weeks, and available to start in next two weeks or are out of work, have found a job and are waiting to start it in the next two weeks. Though J. Vernon Henderson (1991) has it that an unemployed person is without a job but active! y searching for work. Yet Robert B Ekelund (I 988) stresses that unemployment is a labour force state characterized by an individual who is actively seeking employment but not working. To Milton Spencer (I 986) has a view that unemployment is a situation that exists whenever resources are out of work or are not being used effectively/efficiently. In addition as per the 1970s and 1980s inflation was a major problem but it had been largely brought under control by the late 1990s pa1t of the price paid for bringing inflation down was higher unemployment, though the high unemployment levels often associated with lowering inflation are usually temporary.
