ABSTRACT: A quantity surveyor is a professional with expert knowledge on construction cost and contracts. In a construction project development, a quantity surveyor performs the following roles among others liaising with clients to identify their needs; estimating quantities, costs and time scales for material and labour; preparing tender and contract documents.; identifying and weighing up commercial risks. Majority of Nigeria Quantity surveyors (QSs) still performs their roles by using primitive method of physical onsite monitoring which is tedious, less effective, prone to security threat, and sharp practices by the laborers on the construction projects. This research work presents a conceptual framework of design and development of an electronic-based construction project monitoring system that will provide 24/7 surveillance and video recording of activities within construction project for Quantity surveyor to make decisions as applicable to their roles on the project. The design is a networking of IP cameras, PIR sensor, DVD recorder, storage device (HDD) to be run using web-based application. The output will provide real time monitoring of the construction project from anyplace using computer system or any mobile internet enable devices.
