The quality, efficiency and successes as well as effective productivity in any government parastatal is being determined by the quality of the workforce. In relations to this, a qualitative and effective productivity are being determined by the procedures in recruitment and selections of such workforce. If this be true, which it undoubtedly is, then this research is an analysis of employment procedure and its effects on productivity using the NBTE as a case study. As a federal government parastatal, the NBTE which was established by the decree 9 of January 1977 and inaugurated on 27th May, 1977, is an important organization playing supervision role on the effectiveness of technical and vocational education for the manpower needs of Nigeria. With staff strength of 309 largely professional with a minimum of HND/BSC certificates, the of how it recruits its personnel and how this has effect on productivity is very important, and it was on this basis which certain recommendations were made.
