It was found that low enrolment in pre-schools was contributed by poverty, i.e. parents are found not being able to pay school fees of their children, and illiteracy was also found to be another obstacle that hindered high enrolment Therefore illiteracy should be eradicated to allow young children to learn and have firm foundation and grow spiritually, socially, mentally and emotionally. The government should employ all pre-school teachers to enable pre-school parents to enjoy free preschool education.
