ABSTRACT
The study aims at examining the major factors and causes of the high expenditure in the
management of hostels. It became clear through the research that government
expenditure towards hostels is enormous and unsustainable, warranting a critical review.
The key findings of the study revealed food provision, personnel and utilities as the
major cost drivers. Other factors that contribute to high cost include lack of proper
monitoring and control units as well as poor financial control systems that would track
on hostel expenditure.
Finally the study offers recommendations on how to best address these current
anomalies within the provision of hostel services and the related high expenditure.
Interviews, questionnaires and documentary research were used to collect data.
Interviews were conducted with teachers, principals and members of the Executive
Management Team as well as the Division Hostels Management at the Ministry of
Education, Head Office.
The study revealed and concluded that there is a need for a vigorous effort to put in
place policies and actions that would improve the management of hostels in Namibia.
It also emerged from the study that while provision is made for accommodating learners
in hostels, it is also essential to have prudent financial policies and procedures in place
to facilitate improved cost recovery and ensure increased resident contribution for the
services they receive.
