ABSTRACT
Various changes have been made in education sector in Tanzania to assure that the promised and quality education is provided as a result SEDP was initiated since 2004-2009 as the first phase and the currently running 2010-2015 as the second phase. This study therefore needed to investigate SEDP I and II basing on the improvement of the quality and relevance in secondary education delivery in Tanzania specifically Ilala Municipality. The review of literature has revealed that, presence of independent Secondary Education Department as a fruit of decentralization is the valuable option in facilitating the provision of quality and relevance of education to secondary schools. Data were collected through questionnaire and interview guide tools. Findings of this study have been analyzed both quantitatively and qualitatively. This study has discovered that, among five objectives of SEDP, quality and relevance seem to grasp the third priority as enhancement of access and improvement of equity have been given the first and second respectively. That means there is no satisfactory academic outcomes particularly students’ academic performance due to the challenges facing secondary education department. Among them as suggested by the respondents include inadequate budget, misallocation of capitation grants at schools, few science teachers, immorality of teachers due to unfulfilled needs as compared to other workers by the government, for example payment for leave and timely increment of salary scales . In order to strengthen secondary schools quality and relevance, the study recommends effective support from all education stakeholders for adequate and appropriate teaching and learning resources, administrative resources and incentives to both teachers and students at schools.
