ABSTRACT
Concern with free flow of factors of production, particularly of high level manpower, rests on the need to ensure balanced socio-economic development among the states as well as promoting an efficient and integrated labour market for skilled manpower in Nigeria. The national concern for balanced development has been adequately reflected in Nigeria's various National Development Plans. In a situation such as in Nigeria where shortage of high level manpower is everywhere acute, one main area of efficient utilisation of the limited supplies and one that has not hitherto received adequate attention by policy makers is the distribution of the available stock of high level manpower. Even distribution of the limited stock is important in many respects. Primarily, it will ensure that every State or sector has its own share of scarce human resources. This is more so because the existing disparity in the distribution of skilled manpower has tended to encourage and perpetuate unbalanced rather than balanced development among the various States, a situation which is quite contrary to the national goal and aspiration.
